As of this writing the NPC is not invisible anymore for me. But Arrakeenia still marks the wrong location for the NPC on my minimap.

I couldn't find the king there. I was told by someone that the king is actually in a different location. So I went to that location and the king wasn't there either. It was later shown to me that the king is invisible for me, and that I could speak to him by facing him and pressing ctrl.
