You are unable to purchase the guild hall if you don't have enough gold in your bank to purchase it, but it doesn't actually debit the gold from your bank when you do purchase it.

Also there is no way to see how much the daily rent is on your guild hall as far as I can see. Like houses, there is an option to deposit certain amounts of gold int your guild treasury, but it doesn't tell you how much it is per day, or how many days rent you have in your treasury. These would be handy.
