Spent a good while gibbering at the difficulty of the puzzle.

Not the puzzle itself, just how hard it was to activate a rune  neutral

Turned out what worked was walking up to one, pausing and walking away. Walking past didn't seem to work or only randomly.

Also, yes, after going back to the Fish Baron he tells you to go over to Arrakeen  smile

Dahlr I don't remember the exact details to, but I think you actually have to do a couple of mini-quests to prove yourself worthy, then gain entrance into the king's area where he asks you to aid in defeating kalathor

You should probably start in Arrakeen as I remember Dalr being the last town where you will have to defeat Kalathor at the end.
