Fixed a crash bug relating to mouse cursors.

Fixed the script editor launching Notepad invisibly on some versions of Windows.

Improved memory usage for PC3 art.
Made the vast majority of PC3 art loading asynchronous, so that it no longer freezes while loading.
Memory is no longer wasted on 4K UI when the game is running in 1K or 2K mode. The UI is now resized.
Sped up art resizing, introduced in the September 10 patch. It was very, very slow.
The Drop Quantity window would sometimes stop responding.
