This is especially bad when doing raids and trying to get there quick, or when you have pets. Most of the time your only recourse is to relog, losing your pets or missing the raid. This bug  has been reported a few times, but i think it is actively the most annoying bug we have currently and should be looked into. As far as i can remember this was introduced with the update that allowed you to move and cast.
