This has been suggested in the past- stat resets can be used maliciously, and having it activated after purchase instead of instantly means that they could be sold in bulk.

Could have it mailed to the specified character, or have dedicated NPCs for handling stat resets (and maybe Citizenship). If it's an item it would also make it easier to trade the stat resets with others players.

There should be some sort of a manual check in game to activate your stat reset, a chat command would suffice until a gui option made more sense.
